Maryland Declared State of Emergency

October 30, 2025, Governor Moore signed an Executive Order 01.01.2025.21 declaring a state of emergency as an actionable step to deliver resources following the loss of SNAP and other economic benefits to Marylanders. Maryland Business Emergency Operation Center (MBEOC), and its partners, offer the following:

- Official Maryland Website for Maryland Workers Impacted by Recent Federal Actions. Information includes Unemployment Insurance, Food Assistance, Housing Assistance, Utility Resources, Loan Programs & Other Financial Assistance, Resources for Veterans and other resources. Visit webpage here.
RESOURCES:
- 211 Maryland: 211 MD serves as the statewide information and referral network for health and human services connecting residents to housing, food assistance, mental health resources, and more. To maintain consistent public messaging, they are centralizing state resources and partner program information on MDEM’s Maryland Responds page. If your agency or office has current links to information, updates, or public-facing programs that should be included, please send them to marylandresponds@211md.org.
- Capital Area Food Bank: Learn how you can help. Find Food, Donate, Volunteer Opportunities, or Donate Food.
- DoorDash: Project DASH – DoorDash launches an emergency food response delivering 1 million free meals through food banks and waiving fees for 300K SNAP recipient grocery stores. For food banks, if you are interested in partnering with Project DASH, contact projectdash@doordash.com.

- Maryland Food Bank: Learn how you can help. Find Food, Donate, Volunteer Opportunities (individual or group), or Host a Food Drive.
- United Way: On 11/3/2025 UWCM launched a community fund called the “United for Good” to support individuals and nonprofits impacted by reductions in public funding.
- United Way is also connecting volunteers and organizations in need through its online volunteer platform. Nonprofits needing support with volunteer recruitment can post projects or in-kind needs at uwcm.org/nonprofitmd, and residents can sign up to lend a hand at uwcm.org/volunteermd to meet those project needs. The site will be organized by county for ease of use.
- United Way of Central Maryland also launched “A Resource Guide to Basic Needs in Central Maryland”.

- Local Food Banks & Food Pantries depend on donations. Please visit your local food bank webpage to make a cash donation and/or consider supporting a local food drive with nonperishable items.
